The new aged-care rules: what they mean now

Australia’s new aged-care funding rules have now been in place for several months, and while the headlines have faded, the practical impacts are becoming clearer for families navigating aged care in 2026.

The changes apply only to people entering residential aged care from 1 November 2025 onward. Anyone already in care before that date remains protected under the old arrangements.

At their core, the reforms shift a greater share of non-clinical costs to residents who have the financial capacity to contribute, while clinical care remains funded by the government. Importantly, people with low means are no worse off under the new system.

Why were the rules changed?

While affordability for individuals is a major concern, the reforms were driven by a bigger structural issue: the financial sustainability of the aged-care sector itself.

Under the previous funding model, almost half of Australia’s residential aged-care providers were operating at a loss, with more facilities closing than opening. This made it increasingly difficult to attract investment or build new facilities.

The new rules are designed to make aged care more commercially viable so providers can remain open, upgrade existing homes and, critically, build more beds to meet demand. With Australia’s population ageing rapidly, the number of people needing residential care is expected to more than triple over the next 25 years.

The biggest unintended consequence so far

One of the most immediate impacts of the reforms was a rush to enter aged care before the November deadline. Many families brought forward decisions to secure the old rules, creating unprecedented demand in the lead-up to the changes.

As a result, finding a suitable aged-care bed remains challenging in many parts of Australia, particularly in high-demand metropolitan areas.
